Thursday, May 10 General Meeting Information

U Street Neighborhood Association will have its general meeting on May 10, 2012 at the Third District Pollce Station community room at 7 pm.  DDOT will give updates on the U Street streetscape.  The office of Planning will be providing an overview of the PUD process.  JBG will be providing updates and describe the variances they are requesting for the project at Florida/8th Street.  Hiba Abdallah will be presenting on a facility planned to be built at 9th/S St NW for individuals aging out of the foster care system.  Also Zahir Rahimi (owner of Mila 2015 14th St) will describe his desire to change this clothing store to a restaurant.  We will also be discussing the U Street Neighborhood Harrison Recreation Center film series starting in May.

The PSA 305 meeting on May 3, 2011 had its largest turnout in recent time due to several recent incidents of violent criminal activity.  In the last month, there were 5 incidents of gunfire in and near PSA 305 as well as an attack on one of the residents in the 1900 block of 9th Street NW.  MPD Patrol, Gang Intel, and Vice, Councilmember Graham, representatives from CSOSA, a representative from the U.S. Attorney’s Office, Howard University Police, business owners, community groups, and residents were in attendance.

The PSA 305 meeting on May 3, 2011 had its largest turnout in recent time due to numerous incidents of violent criminal activity.  In the last month, there were 5 incidents of gunfire in and near PSA 305.  There was extensive discussion of daytime incidents involving gunfire.  These incidents included a shooting at 14th & V St in which two juveniles were shot and an incident in the previous month in the 1100 block of T St in which shots were fired, but no victims were identified.  

Other shooting incidents occurred in PSA 308, in locations close to the border with PSA 305.  These incidents were described as being “crew-on-crew” violence, likely resulting from some “beef” between rival crew members.  The individuals involved were believed to be connected with a crew at the Lincoln Westmoreland apartments at 7th and S St. & a crew at 7th and O St, which are both located in PSA 308.  Officers from the Vice Unit discussed the difficulties in apprehending crew members due to the disorganized nature of crews.  Lt. Carroll stated that he has increased MPD presence using officers on mountain bikes and that his team had recently recovered some guns.  The group discussed following up with the management of the Lincoln Westmoreland apartments to request that they obtain barring notices to prohibit known problematic individuals from entering the community and to work with their residents to reduce the criminal issues.  
The other major point of discussion was a violent attack and robbery of a resident in the 1900 block of 9th Street NW on the previous Saturday morning at about 2 a.m.  The perpetrators were believed to be a group of young people who were seen in the area and who pushed the resident to the ground and stole his iPhone.  Residents also complained about increased drug sales on the 1900 block of 9th St.

Residents were informed by Lt. Jova and Lt. Carroll that the increased MPD presence in PSA 308 appeared to be driving criminal activity northward into PSA 305.  Lt. Jova said he would be refocusing his officers’ attention from the 7th & T area to the 1900 block of 9th St. 

 Residents and community groups were tasked with contacting businesses in the 1900 block of 9th St to encourage them to arrange reimbursable details with MPD officers.  CM Graham has long been a proponent of reimbursable details, and Lt. Jova informed the group that, if requested, he could arrange for reimbursable details within two days.  The required reimbursable detail for DC-9 ended recently, and Lt. Jova noted that crime had since increased significantly.  ABRA’s funding for the reimbursable details, which offsets the $56/hour cost to businesses, has run out, but CM Graham asserted that he was looking for ways to get funds for the summer.

 Lt. Jova also discussed that in the last month, 30 robberies had been reported in PSA 305.  He noted that in the incidents involving multiple subjects, the perpetrators ranged from their late teens to early twenties.  By contrast, incidents with single perpetrators involved older males. 

 CM Graham commented on the state of the juvenile justice system.  In particular, he noted that some 50% of juveniles have substance abuse problems, but they have no drug treatment options.  CM Graham also mentioned that a camera was being installed in the Shaw Metro station.

As a result of the discussion, four areas of focus were set for further action from the relevant government entities, businesses, and community groups.  
1. Meeting with management of Lincoln-Westmoreland to obtain barring notices to curb crew activity 
2. Meeting with the local businesses in the 1900 block of 9th St to consider using Reimbursable Details (with MPD)
3. MPD will be deploying additional resources to the 1900 block of 9th St
4. Continued push for community groups to prepare Community Impact Statements for submission to the courts at criminal sentencing hearings.
