February 2009 Regular Meeting - Minutes Print E-mail

On Thursday, February 12, 2009, CSNA held its regular meeting at The Saloon, 1205 U Street, NW, on the second level, starting at 7 pm.
 
Agenda items included a presentation by JBG Companies on revisions to the 14th and S development project (old Whitman Walker Clinic building), review of community goals for the redevelopment of the old Grimke School, an update on JBG's project at 13th and U Streets, NW, public safety update, renewal of alcohol licenses, and other items.

Bryan noted that it is good to see many new faces at the CSNA meeting, and that people should join as members.  Visit join.csnadc.org to become a member.  
 
Update on JBG Companies - 13th and U Street Project
Bryan noted that an article has been posted on the CSNA website about the JBG hotel project at 13th and U Streets, and can be read at www.csnadc.org.  JBG will be making a presentation on the project at the March CSNA meeting as well as the ANC1B meeting.  JBG will likely present to the Historic Preservation Review Board in April or May.  JBG has also been meeting with neighbors of the site.  Bryan asked a JBG representative present at the meeting to send him an updated rendering to correspond with the article on CSNA's website.

Presentations and Committee Reports

  • The total balance in the CSNA account as of February 1 is $14,955.92. 
  • Of that amount, $4,482.24 is earmarked for Dog Days.  The remaining amount available for use is $10,473.68.

  • Brian said that he has had several conversations about public safety with ANC1B members, MidCity Business Association members, the Westminster Neighborhood Association, Councilmember Graham's office, and MPD.
  • Notes for the 2/3/09 PSA 305 meeting are on the CSNA website in the Public Safety group
  • MPD is in the process of revamping the PSA process citywide.
  • MPD Marco Santiago and MPD Wilson spoke about recent issues of public safety in the neighborhood. There was a fight at Cardozo High School in which there were 19 arrests.  The fight is under investigation, and additional officers have been posted at the high school for security. There was a gang fight at 9th and T Streets on 12/24/08.  MPD Santiago addressed concerns raised by Jeffrey Willis about MPD's response to the fight:
    1. Why did the fight take 16 minutes for response?  Why were there only two vehicles that responded? Two officers showed up at the fight initially, and then asked for assistance.  This is standard protocol for a police response, the responding officers determine whether more officers are needed.
    2. Why were officers not on patrol in the area around 9th Street? Officers were in Adams Morgan and resources were pulled from other areas to patrol Adams Morgan, as is often the case on weekends.  MPD Santiago suggested that 9th Street businesses hire reimbursable detail to supplement the regular patrols.
    3. Why was no report filed?  In order for a report to be filed, someone who had their property damaged would need to file a report.  Noone with property damage filed a report.
Source Theatre Meeting Space
The Source Theatre has offered use of their rehearsal room for CSNA meeting space.  CSNA voted 15 - 1 - 0 to pay a $250 deposit to use the Source Theatre space for future meetings.
 
Friends of Harrison Recreation Center
CSNA voted 14-0-1 to authorize Lydia Charles to negotiate an agreement with the Department of Parks and Recreations for a "Friends Of" organization for Harrison Recreation Center.
Bryan said that he is working with DPR to keep the fields at Harrison Recreation Center open more often.
 
JBG Companies - Revised Concept for 1800 - 1818 14th Street (14th and S St, NW)
Allison Prince at Pillsbury, along with Samantha Shrone and Wei from from Shalom Baranes, presented an update of the JBG project at 14th and S Streets.  The design has been reviewed by the Historic Preservation Review Board and the Board of Zoning Adjustments.  JBG has also met with 3 ANCs and many neighbors to present the plans.  JBG will soon be returning to HBRB to present the new plans. 
 
The project will be a mixed use building that has 120-130 residential units, 17,000 SF of retail, and 90 parking spaces.  There will be 6 stories of residential above 1 story of retail use.  The historic 1909 Hudson apartment building, formerly the Whitman Walker Clinic, will be restored to its historic use as an apartment building.  The building height will be 83'6", including the roof structure.
 
Recent changes to the building include:
  • The southern portion of the alley-side of the building was indented by 10' for a length of 47', and 5' for a length of 32', adding more loading area to accommodate the turning radius for trash service and loading.
  • The glass pattern along 14th Street was adjusted from the dominant weaving pattern to a pattern of vertical glass separated by masonry
  • More masonry and metal was added to the facade to reduce the amount of glass.
  • The corner of 14th and Swann has been accentuated with glass.
  • The top of the building has switched from masonry to metal and glass to lighten the building. 
  • The Swann St. and alley facades have been modified from a shifting alignment of window openings, to an alignment with consistent, floor-to-floor openings in a more orderly pattern.
  • On the alley side, the top of the alley wall will be modulated, and the second story will have a series of green screens to break up the facade and deter graffiti.
  • The building materials include terra cotta panel, masonry brick, glass and metal panel.
JBG is seeking LEED Silver certification on the project.  Some green features that may be incorporated in order to earn Silver certification include:
  • efficient plumbing fixtures, efficient mechanical system, renewable/recyclable construction materials, energy efficient appliances, bicycle storage, bicycle racks, carsharing, proximity to public transportation.
  • The building will have 1 Zipcar space, and there will be bicycle racks along 14th Street.
14th Street hardscape plan design standards will be met in the hardscape plan for the project.
A curb cut will be removed in the hardscape plan.
 
Scott Pomeroy encouraged JBG to locate bedrooms so that they are not at the front of the building, subject to the noise of 14th Street and the bars and clubs across the street.  JBG responded saying that they are planning to have smaller units, many with bedrooms set in the back of the units, away from 14th Street.
 
CSNA voted 12-0-0 to support JBG's presentation for 1800 - 1818 14th Street for HPRB, as it was presented before CSNA.

Community Goals for Development of old Grimke School
The old Grimke School is part of a Solicitation for Offers for surplus DC public school property by the Deputy Mayor for Planning and Economic Development.  Currently, the Department of Corrections and Fire and Emergency Medical Services occupy the building, and there have been many problems related to trash management, illegal parking, and loading.
 
Jeffrey Willis presented a list of Community Goals for the Grimke School prepared by the Westminster Neighborhood Association and a group of neighbors who live near the site.  Jeffrey asked for CSNA to support the goals, which would be submitted to the Deputy Mayor for Planning and Economic Development in advance of the date that offers are due for the Grimke School.
 
CSNA voted 9-3-2 in favor of the motion for CSNA to support the uses section of the "Redevelopment of the Grimke School Site Community Goals - January 24, 2009 Draft," excluding the residential use, and including the uses of an educational training facility, school, or business incubator.  CSNA does not support including the sections of "Parking, Traffic and Deliveries," "Architecture, Build-Up or Build-Out and Landscaping," or "Related Parcels to the Grimke Site" in its statement of support letter.

Uses
The African American Civil War Museum, with a Community Welcoming Center component, should be included in order to bring it in close proximity to the Memorial across the street, along with streetscaping to strengthen that connection.  Accommodations should be made to provide affordable rent for the Museum.
Low-to-medium impact uses, especially in daytime, would be desirable, including:
School, educational training facility, or business incubator
Office
Retail
Artistic - studios, galleries or school as part of the Arts overlay District
Library
 
Restaurant or nightclub
Drug store or similar high-volume retail
Government

  • Phil recommended that CSNA remove its protest of Indulj's liquor license application, since Indulj is meeting the requirements of ANC1B.  Indulj will be addressing their issues of rear trash storage, noise from the rear deck, and soundproofing of the back wall.  Peter Raia said that he would provide CSNA with a copy of the Indulj Voluntary Agreement.  CSNA voted 9-0-0 to withdraw its protest of the liquor license application for Indulj.
  • Phil recommended that CSNA not protest the liquor license at Gori Cafe at 11th and V Streets.  ANC1b has protested the license.  It will be a small restaurant with capacity for 12-15 people.  The back patio use will be delayed.
  • Phil said that Boston Wine & Spirits, at 1905 9th Street, has opened.
  • Phil said that Policy, at 14th and T Streets, is under construction but the opening date has not been announced.
  • Phil said that someone has approached him about renovating the old State of the Union at 1357 U Street, and opening a new establishment that is a tavern space with entertainment.
  • A taxi drove into Solly's at 11th and U.  Solly's is open for business.

  • The new Circulator route going from Woodley Park / Adams Morgan, Mount Pleasant, Columbia Heights, 14th and U, 14th and P, and 14th and K, will be starting at the end of March.  It will operate until 3 am.
