
Thursday, May 10 General Meeting Information
U Street Neighborhood Association will have its general meeting on May 10, 2012 at the Third District Pollce Station community room at 7 pm. DDOT will give updates on the U Street streetscape. The office of Planning will be providing an overview of the PUD process. JBG will be providing updates and describe the variances they are requesting for the project at Florida/8th Street. Hiba Abdallah will be presenting on a facility planned to be built at 9th/S St NW for individuals aging out of the foster care system. Also Zahir Rahimi (owner of Mila 2015 14th St) will describe his desire to change this clothing store to a restaurant. We will also be discussing the U Street Neighborhood Harrison Recreation Center film series starting in May.

The February PSA 305 meeting had positive news on reduction in crimes due to tactical unit focusing on robberies. MPD, CSOSA, USAO, Mayor's Community Relation, and local ANCs were represented.

As shown in the table above, there was an overall reduction in crime in January 2011. Four MPD officers who are part of the tactical unit focusing on robberies discussed their ongoing efforts to reduce robberies and catch perpetrators. Recently, the unit made 3 robbery arrests. They stated that many of the robberies are being committed by young offenders.
Members of the community were cautioned to lock their garage doors as many burglars appeared to be gaining entrance to homes through garages.
Marco Santiago reported that the vast majority of the thefts from auto were from cars with non-DC tags, and encouraged neighbors to warn their visitors to not leave anything out in plain view.
Lt. Jova mentioned that there are currently 3 MPD reimbursable details ongoing at Pure, Town, and DC9, with another one at Nellie’s soon to begin. He mentioned that ABRA is lowering the city’s subsidy for reimbursable details from the previous 50% to 20%, with the balance being paid by the businesses.
Lt. Lacey of the Howard University Police mentioned a fight on Monday involving about 100 people around 7th and T St. An arrest was made following that incident.
Questions were raised by a member of the community about what to do when you see youth wandering the streets when they should be in school or at home. MPD stated that during the week, if you see school age kids after 9:30 AM, call 911 to report truancy. The following curfews are in place in DC:
Roger Kemp of the U.S. Attorney’s Office spoke briefly and introduced Baretta Francis, who is the 3D Community Outreach Specialist. They shared the “Third Police District – The Court Report” for December which summarizes recent cases. Mr. Kemp said that he can provide us with information on specific criminal cases, as we request them. The progress of cases can be tracked at the website www.dccourts.gov from the time of papering to a final disposition. Mr. Kemp offered to discuss this process with the group at another meeting. Other parts of the city track criminals as they are arrested and going through the court system and make sure that community impact statements (or victim impact statements, if possible) are written and provided to the court at the time of sentencing.
Mr. Kemp provided some information on Famon Clark, who was arrested for robberies at 9th & Vermont Ave. and 9th and U St. Also discussed were Noel Robinson and Langston Torrez, the individuals who attempted to rob an armored car near 14th & U St. in January. There was also a discussion about a career burglar, Kenneth McCann, who was arrested for a burglary at GWU on January 27th. He is suspected of committing burglaries in PSA 305 and was in violation of his parole during the GWU burglary.
Representatives from Court Services and Offender Supervision Agency (CSOSA), which supervises the offenders before and during trial and those who are out on parole, discussed their ongoing efforts. CSOSA currently supervises about 16,000 individuals. 116 of the offenders they supervise live in PSA 305. The CSOSA representatives stated that they conducted accountability tours regularly with MPD to verify the locations of people under their supervision. They also discussed electronic monitoring of people under their supervision through ankle bracelets. Electronic monitoring is done based on the risk level posed by the offender, with sex offenders being monitored aggressively. The possibility of doing a Community Orientation to have some of the individuals who currently under CSOSA supervision discuss their experiences at a future PSA meeting was discussed.
In response to a question regarding the arrests at the Edges barbershop at 1352 U Street for drugs/gun in January, Lt. Jova stated that the arrests were made for possession, distribution, and weapons, and that it appears that drug sales were going on at the barbershop.
