At the September General Membership Meeting of CSNA there were presentations by Howard University on their Homecoming event in October, the Yu Ying Charter School on their hopes to locate in the U Street area, and the DC Historic Preservation Office on the proposed expansion of the Greater U Street Historic District to the east of 7th Street. - There is a total of $19,571.22 in the CSNA account. $9,811.95 is available for general use, $4,482.24 is available for Dog Days, and $5,277.03 is available for the Hospitality grant uses.

There are a total of approximately 220-230 members of CSNA. Phil and Lynn will be getting quarterly updates of new home sales in the area, and plan to send welcome packets to recruit these new residents as members of CSNA.
Community Presentations and Discussion - Howard Homecoming Events – Steve Johnson, Director, Crampton Auditorium
- Howard University’s homecoming event is scheduled for Saturday, October 18.
- Homecoming will kick off with a 2K Run/Walk event at 7:30 am in which the public is invited to participate.
- The Homecoming Parade Grand Marshall will be announced on September 19.
- The Homecoming Parade begins at 6th and Fairmont, goes down Georgia Ave., left on Florida Ave., left on T Street, down Bryant, and down 4th Street. There will be floats, entertainment, artists, and radio stations involved in the parade.
- Howard’s football game against Morgan State begins at 1 pm.
- Venues such as Love Nightclub and Zanzibar will be hosting homecoming events on the evening of October 18 that are not affiliated with Howard University.
- Howard University is paying for additional police services and street cleaning during the Homecoming event.
- Howard is working with WMATA to have more frequent Metro service during the Homecoming event.
- During the parade, from 10 am – 12 pm, different portions of Georgia Ave. and Florida Ave. will have staggered closings to accommodate the parade.
- Steve Johnson will speak with Scott Pomeroy about enlisting the Green Team’s services.
- Buses will be parked on the Howard University parking lot on Sherman Ave.
- Yu Ying Charter School – Manisha Modi, President
- Yu Ying is an IB Chinese Immersion School currently located in Brookland. The school is currently in its first year of operation. Students have alternating days of education in Chinese and education in English and study all subjects in both languages from native speaking teachers of both languages.
- The school currently has students that are 4 years old, students in Kindergarten, and students in First Grade. Yu Ying plans to add one grade a year and become a K-8 school. The student body is very diverse and comes from all socioeconomic backgrounds. The school focuses on educational excellence, progress, diversity, and community service.
- Yu Ying Charter School is seeking support for locating somewhere in the U Street neighborhood. Yu Ying and has three years on its lease and is seeking new space, and Manisha advised that she sees the U Street area as a good fit for the school and feels that they could be good neighbors in the community.
- Characteristics that Yu Ying is looking for in a new location are approximately 70,000 SF of space, with Metro-accessibility, green space, playing field, cafeteria, library, and auditorium either on site or nearby the school.
- Charter schools have the “Right of First Offer” for surplus DC buildings.
- Yu Ying submitted a proposal in response to the Grimke School building RFP to locate the charter school in that building.
- CSNA and Westminster Neighborhood Association have already expressed support for the African American Civil War Museum locating in the Grimke School, so CSNA cannot express support for Yu Ying locating at the Grimke School.
- Expansion of the U Street Historic District – Kim Williams, National Register Coordinator, Historic Preservation Office
- The Historic Preservation office is seeking the extension of the U Street Historic District to include the area generally bounded by S Street to the South, Florida Ave. to the North, 7th Street to the East, and the alley between Wiltberger and 6th Street.
- 19 of the buildings in the area are contributing historic buildings, and one property is non-contributing.
- The area includes several intact bakery-oriented industrial buildings, 13 rowhouses, 3 stores, and the street and alley network.
- Several buildings on the 600 block of T Street are related to African American heritage and entertainment in the U Street area.
- In the past year, the Historic Preservation Office has been doing outreach to the residents and businesses in the area, and has met with the ANC.
- Douglas Development is working with the Historic Preservation office on the design of the Wonderbread development, which is located in the expansion area.
- Scott Pomeroy motioned to “Support the U Street Historic District boundary expansion as proposed, except that CSNA requests that the property on the west side of 7th Street between S and T Streets be included. CSNA voted in favor of this motion by a vote of 11-1.
- Responsible Hospitality Institute Conference
- Christine Szathsmary motioned to approve up to $500 to send either a CSNA member or Natalie Avery to the RHI conference in San Francisco. CSNA voted in favor of this motion by a vote of 12-0.
- Dog Days Debrief
- The Dog Days book exchange and neighborhood tours were successful. $100 in donations were obtained. 15 boxes of books were donated to “Books to Prisons” and “Diana’s Books”

- The Adams Morgan / U Street Link (98 Metrobus) is likely going to be phased out and replaced by a circulator route.
- A proposed route for the circulator would include stops at 14th and K Streets, 14th and U Streets, 14th and Columbia, 18th and Columbia, and Woodley Park metro.o The route as proposed would likely be a stand-alone route.
- Circulator buses are on order for Spring 2009, but the exact route has not been officially determined.
- ANC1B02 Candidate Introduction – Peter Raia
- Peter is seeking the ANC1B02 position currently held by Phil Spalding
- Peter lives at 1348 Wallach Place, and is originally from New York. He is recently retired from the Marine Corps, was on active duty for the last 19 months, and is married with two kids and a puppy. Peter is looking forward to serving the U Street neighborhood and listening to the needs of the community’s businesses and residents.

- MidCity has scheduled a Town Hall meeting to discuss the proposed U Street Business Improvement District at the Reeves Center Community Room on September 16, 2008, from 6 pm – 8 pm.

- There is a raze permit application on file for 2047 9th Street, which is owned by the 9:30 Club. Jean said that the 9:30 Club is planning to use the space for storage and for interior garbage use to minimize disturbances to neighbors that would otherwise be caused by exterior trash dumpsters. CSNA voted 10-0-1 in support of the Raze Permit Application for 2047 9th Street.
- Ernest plans to invite JBG to the October CSNA meeting to discuss their plans for the Whitman Walker site on the 1800 block of 14ht Street between S and Swann, which is planned for a 7 story apartment building with retail on the first floor, designed by Shalom Baranes.
- Properties that are on the schedule for Historic Preservation Review: 1407 – 1409 T Street: renovation of 2 story addition; 1433 T Street: minor side addition; 1201 T Street: alteration/minor addition to corner of house

- Cheryl was not present, but Phil provided an update: Cheryl is worried that the 14th Street streetscape project may be delayed.
- It is likely that the 15th Street study will result in it remaining one-way but with bicycle lanes.
